Fuel Levy Delay: GRA Moves Implementation Date to June 16, 2025, After Stakeholder Engagement

he Ghana Revenue Authority (GRA) has decided to delay the implementation of the Energy Sector Shortfall and Debt Repayment Levy by one week, moving the new start date to June 16, 2025.
This change comes in response to significant opposition from the Chamber of Oil Marketing Companies (COMAC), which expressed concerns that the GH₵1-per-litre levy could raise fuel prices and add financial pressure on consumers.
To address these concerns, the GRA engaged with industry stakeholders to facilitate a more effective rollout.
The intention behind the levy is to help cover financial gaps in the energy sector and manage outstanding debts.
However, it has faced backlash for potentially affecting fuel prices, with many stakeholders feeling the initial announcement lacked adequate consultation.
The GRA’s directive includes updated levy rates for various petroleum products:
- Super Petrol: from GH₵0.95 to GH₵1.95 per litre.
- Diesel: from GH₵0.93 to GH₵1.93.
- Marine Gas Oil (Local): from GH₵0.03 to GH₵0.23.
- Heavy Fuel Oil: from GH₵0.04 to GH₵0.24.
- Partially Refined Oil: will increase to GH₵1.95 per litre.
The levy on Liquefied Petroleum Gas (LPG) will remain unchanged at GH₵0.73 per kilogram.
To ensure a smooth transition, the GRA has clarified that products lifted before June 16 will be charged at the old rates, while those lifted on or after June 1 will be subject to the new rates.
